Mr HO Kai Ming, JP

Mr Ho Kai-ming has been Under Secretary for Labour and Welfare since 2020. Mr Ho had served as Council Member of the Chinese University of Hong Kong, Director-General of the Hong Kong Manufacturing Industry Employees General Union, and as a member of the Executive Committee of the Hong Kong Clerical and Professional Employees General Union. Prior to joining the Government, he was a member of the Legislative Council, and of the Kwun Tong District Council from 2012 to 2019.
Professor Shahbaz Khan
Director and Representative of the UNESCO Regional Office for East Asia and UNESCO Representative to the Democratic People’s Republic of Korea, Japan, Mongolia, People’s Republic of China, and the Republic of Korea; Chair of the UN Theme Group on Disability in China.
Professor Shahbaz Khan joined UNESCO in 2008 at its Headquarters, serving as Chief of the Water and Sustainable Development Section and later as Director of the Regional Bureau for Sciences in Asia and the Pacific in Jakarta (2015–2021). He has held senior academic positions in Australia and worked internationally across research, policy, and consultancy. His contributions have been recognized through major international awards in science, engineering, and sustainability.

Carlson Tong is Chairman of Hong Kong Exchanges and Clearing Limited (HKEX). He has been actively involved in capital markets throughout his career, formerly serving as Chairman of the Securities and Futures Commission, and Chairman of KPMG Asia Pacific, among many other roles that have given him deep expertise in corporate governance and regulatory compliance. He also devotes his time to the local community has been especially active in Hong Kong’s education and youth sectors.
Professor Sandra Chan Sau Man

Sandra Chan is a Clinical Professor of Psychiatry and Director of Advancement Centre for Autism at The Chinese University of Hong Kong (CUHK). As a practising psychiatrist in Hong Kong, she has been researching the developmental psychopathology in children through both epidemiologic and gut-brain perspectives. She recently led and completed a large-scale government commissioned epidemiologic study on child and adolescent mental health in 6000 children ages 6-17 years in Hong Kong in parallel with a clinic-based case-control study on microbiome in Autism Spectrum Disorder (ASD).
Matthew Fong

Matthew Fong, an Autistic person, is from Macau and joined Special Olympics in 2019 where he discovered badminton. With no prior experience he quickly developed a strong passion for the sport. He has since participated in domestic and international competitions, earning multiple awards. Now serving as Co-Chair of the GYLC, Matthew is an ambassador for inclusive leadership and advocacy, inspiring others with and without intellectual and developmental disabilities to raise awareness and help build a more inclusive society together.
Ron Szeto
Regional Messenger, Special Olympics East Asia (SOEA)
Ron Szeto, also an Autistic person, is from Hong Kong and has been actively involved in Special Olympics since 2012. Currently a college student, he competes in bocce and golf while pursuing both athletic and other personal growth activities. After joining the Athlete Leadership Program in 2019, he strengthened his public speaking, communication and leadership skills. In 2023, he represented SOEA athletes at the Global Athlete Congress in Berlin, inspiring others to never give up when facing challenges.

Raymond Lam is a Partner at EY Hong Kong, where he co‑leads the EY Ability Network and champions disability inclusion. As a founding member and Director of the Hong Kong Autism Institute—and father to a five‑year‑old autistic son—Raymond brings both professional expertise and lived experience to his advocacy. He is committed to fostering understanding, empowering families, and supporting a more inclusive future for the autism community in Hong Kong.

Rachael is recognised as a leading litigator with over 18 years' experience in Hong Kong specialising in complex commercial litigation. She is a longstanding advocate for diversity, equity, and inclusion, frequently speaking on neurodiversity, autism and ADHD awareness, gender equity, and destigmatizing menstrual care. Her advocacy is deeply personal; her daughter is autistic and has ADHD. Rachael also chairs the Asia Neurodiversity Business Association (ANBA).

Ed Tang is a respected Hong Kong based senior financial services executive with a career spanning 20 years including considerable time in London. Ed also serves as an independent Non-Executive Director in Hong Kong and is a Member of the Executive Committee and Honorary Treasurer of the Hong Kong Society for Rehabilitation.
Dr. Fanny Wai Fan Lam

Dr. Fanny Lam is a respected Developmental-Behavioural Paediatrician with extensive experience in Hong Kong SAR and Mainland China specialising in Autism, ADHD and Dyslexia. She is Honorary Clinical Assistant Professor in Paediatrics and Adolescent Medicine for the University of Hong Kong, and Consultant Developmental Paediatrician for three major Hong Kong hospitals. Fanny has been recognised internationally through appointment as Tutor of the Association for Research in Infant and Child Development (ARICD) – UK, and Visiting Professor of Zhejiang Normal University.
Dr. Vivian Lee

Vivian Lee is a parent and advocate for a child who has Autism. She is trained as a psychotherapist and holds a Doctorate in Clinical Psychology and two Masters degrees — Marital and Family Therapy and Clinical Psychology — with clinical experience in California. She has served on the IMC boards of three local schools and chaired The Harbour School’s Inclusive Committee for four consecutive years. She is also Director of Neurodiversity HK, a youth-for-youth organisation advancing SEN inclusion.
Damien Green
Founder, Hong Kong Autism Institute
Damien Green is a co-founder of the Hong Kong Autism Institute and a parent of two Autistic children. He is an advocate for Autistic People in Hong Kong SAR and is the former Asia President and CEO of Manulife and the former CEO of Manulife Hoing Kong and Macau. Along with his partner and their five children, Damien is a Permanent Resident of Hong Kong SAR.

Dr. Mei Ling Fok, a qualified lawyer, has extensive experience in Hong Kong philanthropy, including the funding and governance of various Autism programs and initiatives. She is Founder of Families of SMA (Spinal Muscular Atrophy) Foundation and Executive Chair of YCWH Trust. Mei Ling is respected for her work and contribution to rare disease awareness, special education and help for disadvantaged local families impacted by both medical and mental health challenges.
